ROGER A. FRANK,  PLS

Roger Frank, President and CEO, co-founded the present day corporation of Johnson-Frank & Associates, Inc. in 1975.  His grasp of the future direction of the profession and the impact of rapidly changing technology on the role of the surveyor has kept the firm in the forefront of the surveying industry.

Roger's distinguished career spans 40 years with early employment and training at the Orange County Surveyor's Office.  Always innovative, yet strongly committed to product integrity, he oversees the key strategy and execution of assignments for Johnson-Frank & Associates, Inc., including survey projects performed in more than 30 states.  Roger invented a methodology of boundary monument recovery, combining real time GPS and least squares analysis for real time boundary retracement and analysis.  The firm has applied his technique on numerous projects ranging from large governmental jobs to local development surveys.  An article outlining the genesis and application of his idea was published in a national professional surveying magazine.  Roger's keen foresight was the primary reason for the company to be the first firm of its' size in southern California to embrace the use of Global Positioning Satellite systems in 1988.  Roger Frank's leadership has kept JFA on top through more than two decades of a fluctuating economy.

Leaders in the industry regard Roger Frank as an expert in boundary determination and boundary analysis.  In addition to boundary surveys, Roger commands a superior level of competency in precise horizontal and vertical control surveys, photogrammetric control surveys, aerial mapping control, cadastral retracement, all elements of Global Positioning Systems surveys, legal descriptions and an in-depth knowledge of subdivision map review proficiency.  The firm's Subdivision Map Review section serves seven local cities.

Mr. Frank is a  licensed professional surveyor in seven western states including California, Nevada, New Mexico, North Dakota, South Dakota, Utah and Wyoming.

ALAN D. FRANK, PLS

Alan Frank has a Bachelor of Science Degree in Surveying Engineering obtained from the California State University in Fresno in 1994 and a Masters in Business Administration obtained from the California State University in Fullerton. He has been licensed as a Professional Land Surveyor in the State of California since 1995 and has 15 years of experience in the surveying industry.

Alan is considered an expert in the use of GPS and conventional technology. His expertise includes Geodetic surveying as well the combining of various technologies to more efficiently complete every day surveying tasks. Over the past seven years, he has directed numerous GPS and Geodetic surveys throughout the United States, including meter accuracy high altitude photo control; precise horizontal and vertical control networks, precise geodetic leveling, and Airborne GPS controlled photography. In addition, Alan, together with a colleague at Johnson-Frank, helped pioneer methods of boundary monument recovery, combining real time GPS and least squares analysis for Real Time boundary retracement and analysis. These methodologies have been systematically improved over time and successfully employed on numerous projects from large governmental boundaries to local development surveys.

Alan has directed numerous governmental agency projects, including projects for Southern California's Metropolitan Water District and the Los Angeles District, US Army Corps of Engineers. Among these various projects was one of Johnson-Frank's largest single contract, the US Army Corps of Engineer's Contract No. DACW09-93-C-0026. Alan assumed management and direction on Modification P00013, of this contract, issued in 1998. Since that time, our performance has continued to be exemplary on four additional modifications. Our past record with the Corps has been one of having never missed a task or project deadline. Since Alan assumed control, Johnson-Frank has continued to meet all schedules and has met and/or exceeded Corps standards. This contract has consisted of $1,971,827 in surveying and mapping services, of which, Alan has been in direct responsible charge of the last $776,327 worth of modifications and additional task orders.

CHARLES R. TRIPI  - Manager, Subdivision Map Review Department

Mr. Tripi has been licensed as a Professional Land Surveyor in the State of California since 1996 and has nearly 25 years of experience in the surveying industry. Mr. Tripi joined Johnson-Frank & Associates as a Survey Map Analyst and recently was promoted to Manager of our map checking department. As an analyst he reviewed and checked Tract and Parcel Maps, Lot Line Adjustments and Legal Descriptions for major clients of the firm. He has additional field and office experience with A.L.T.A.'s, large Control Surveys, construction staking, as-builts for pipelines using GPS and conventional survey methodology, Records of Surveys, architectural/topographic surveys and aerial photogrammetry. Mr. Tripi has functioned in a supervisory capacity for administrative survey work as well as a Party Chief in the field.

Mr. Tripi holds an Associates in Applied Science Degree in Survey Technology from Alfred State College, New York and has completed courses in the surveying curriculum at Rancho Santiago College, California.

 

GREG SEBOURN - Senior Survey Project Manager

Mr. Sebourn has more than 7 years in the private, public, and quazi-public sectors.  His experience includes employment with 2 southern California counties.  Mr. Sebourn brings with him nearly three years of map-checking experience and 6 years of AutoCAD knowledge.  He is concurrently on staff in the Survey/Mapping Sciences Department at Santiago Canyon College and has been a member of the California Land Surveyor's Association since 2003.  

Mr. Sebourn’s knowledge of A.L.T.A. / N.S.P.S. surveys, map making, and map checking gives Johnson-Frank & Associates the flexibility needed to stay competitive.  While managing various large projects, Mr. Sebourn also assists the map-checking staff with the large volume of legal descriptions, parcel maps, and final maps. 

Mr. Sebourn is currently registered as a Professional Land Surveyor by the State of California Board for Professional Engineers and Land Surveyors. 

 

LEONARD J. CASTILLO - Project Manager

Mr. Castillo joined Johnson-Frank & Associates, Inc. in 1986 and is the Survey Project Manager for specialized projects and the technical coordinator for field and office project information management. Mr. Castillo is also the lead mapping technician of the firm.

Mr. Castillo prepares Exhibits, Records of Surveys, ALTA maps, topographic maps, performs complex survey calculations, downloads, processes and adjusts Geodimeter data from field assignments. Leonard has a superior working knowledge of AutoCAD and other software applications such as Geodimeter, Star*Net, Star*Lev, COGO programs, Kwikstar and Autotopo. In addition to serving as Survey Project Manager and lead mapping technician, he is also the Field Crew Scheduler for the firm.

Mr. Castillo graduated from California State University at Fullerton, California with a Bachelor of Science degree in Civil Engineering in 1986. He has experience with design and engineering projects for streets, flood control facilities, storm drains, residential and commercial subdivisions and construction inspection.
