CHARLES M. KREPP - Project Manager

Charles Krepp began his career in surveying in 1962.  Prior to 1996 when he joined Johnson-Frank & Associates as a project Manager, Mr. Krepp owned and operated his own surveying and mapping company for twenty years.

During his multi-faceted career, he has performed many different types of surveys including; road, buildings, curbs, walls, aerial control, architectural, topographic, located underground utilities, antenna locations, property lines, construction sites, cellular phone sites and boundary surveys for large parcels of land.  he has experience not only as a field surveyor, but as a project manager and department supervisor as well.  Mr. Krepp is knowledgeable in many phases of surveying and mapping including Records of Surveys, A.L.T.A. Maps, legal descriptions parcel maps, tract maps, and topographic maps, having produced and checked these documents for cities, counties and Assessment districts.

Mr. Krepp is a licensed surveyor in both Nevada and California and a member and past President of the California Land Surveyors Association.


RAYMOND J. RIVERA - Project Surveyor

Mr. Rivera brings 20 years of experience in the surveying profession to Johnson-Frank. For the past 11 years, Mr. Rivera was employed by a large city in Orange County managing field crews, processing GPS data and coordinating office data with field operations. Mr. Rivera will apply his expertise and experience in managing Johnson-Frank crews and projects.

Mr. Rivera is currently registered as a Professional Land Surveyor by the State of California Board for Professional Engineers and Land Surveyors.

 

IRIS WARFIELD - Senior Map Analyst

Iris Warfield has 18 years of experience in the industry, 12 of which have been with Johnson-Frank & Associates. From the time a record map (Tract or Parcel) is submitted to our office, she walks it through from estimating the cost of the job to the final digital submission. Her responsibilities would constitute checking Tract and Parcel Maps, Lot Line Adjustments and Legal Descriptions for various cities in Los Angeles, San Bernardino and Orange counties. Additionally, Iris has extensive experience in drafting Legal Descriptions, Exhibits, Grading Plans, Sewer Plans, Street Improvement Plans, Tract and Parcel Maps, Records of Surveys, ALTA's and topographic maps in AutoCAD.

Ms. Warfield has completed courses in surveying, AutoCAD and Microstation at Rancho Santiago College. Iris holds a Bachelor of Arts Degree in Commercial Art and Fine Arts from Notre Dame College in New Hampshire with additional training in Architecture and Business at the University level.

 

STEVE J. BACKES - Party Chief

Steve Backes has 17 years of solid professional surveying experience, 14 of which have been with Johnson-Frank & Associates.

Steve's background involves work on hundreds of complex construction surveys of roadways, bridges, commercial projects, pipelines, as-built surveys, topographic surveys, photogrammetric control, precise leveling surveys, bridge, utility and railroad surveys, section line retracement, and A.L.T.A. surveys.  Additionally, he has experience on tunnel work construction; service monitoring, high-rise construction and survey work in major oil refineries.  He has been surveying 75 feet above ground in a cherry picker at a refinery, 50 feet below the earth in tunnels and jumped out of helicopters to get to his assignments.

Steve has expertise in all phases of GPS survey assignments, first order horizontal and vertical control network surveys and aerial mapping.  He performed aerial control and topographic surveying for our Corps of Engineers Las Vegas Wash mapping project, GPS control, precise leveling and boundary surveying for facilities mapping and boundary purposes at Miramar Naval Air Station (now Miramar Marine Corps Air Station) project in San Diego.  Steve worked on the extensive boundary survey of Vandenberg Air Force Base.  He has functioned as Party Chief for a number of vast, complex projects.

 

MICHAEL D. OLLAR - Professional Land Surveyor and Chief of Party

Mr. Ollar has been in the surveying profession since 1976 and has been with Johnson-Frank for the majority of his surveying career. His vast field experience has afforded him a superior level of knowledge of Global Positioning Survey Systems, boundary surveys, precise horizontal and vertical control surveys, construction surveys of roadways, bridges, commercial projects, pipeline construction, as-built surveys, topographic surveys, ALTA surveys, photogrammetric control surveys and section line retracement surveys.

Mike is licensed as a Professional Surveyor in the State of California and was certified as Survey Chief of Party in 1979 through the training program of the Operating Engineers Local 12 of Southern California. In addition to his training in surveying technology for field applications, Mr. Ollar holds a Bachelor of Science Degree from Loyola University of Los Angeles, California and has taken courses in the Surveying and Engineering curriculum both at Fullerton College and Santa Ana College in California.

 

MARK S. PLATT - Professional Land Surveyor and Chief of Party

With a strong background of 27 years of experience as Party Chief, Mark Platt has also served as Party Chief of the Global Positioning System survey team at Johnson-Frank & Assoc., Inc. since April 1988. In addition to directing the survey team in the collection of data, Mark has performed most of the preliminary field work consisting of horizontal and vertical control reconnaissance, monumentation search and preparation of descriptions.

Additionally, Mr. Platt has achieved expertise in project data reduction and the design of G.P.S. networks. Mark redesigns networks in the field as necessary for maximum efficiency in data collection if problems should arise due to satellite malfunctions, unforeseen traffic problems, obstructions and/or unavoidable loss of power to units. Mark has attended all available Trimble Systems GPS training sessions and GPS seminars.

Mark's knowledge is complemented with experience in boundary surveys, precise horizontal and vertical control surveys, construction surveys, as-built surveys, topographic surveys, A.L.T.A. surveys and photogrammetric control surveys with intermittent office experience doing survey research, survey calculations, project coordination and map preparation.

Mr. Platt has expanded his role and responsibilities over the past four years as supervisor and Party Chief of a multitude of out-of-state projects with responsibility for the project planning, on-site survey and project results for all projects encompassing portions of over 30 states across the country.
